BACKGROUND
C.S.S.F.E (SA) represents a diverse range of companies in the construction, manufacturing and service industries. The company is divided into Departments which are responsible for the day to day running of their business and EHS affairs.
Each Department is run from head office and report to the central corporate office based in Vereeniging
OBJECTIVE
The objective of C.S.S.F.E (SA) is to achieve and maintain excellence in its activities to the benefit of its clients, employees, communities and environment. This is a common goal to which all departments are committed and influences the outcome by encouraging a dedicated and joint effort by all interested parties
SCOPE
The scope of the EHS management protocols cover all operational aspects and activities that have the potential to affect, positively or negatively, the health and safety of stakeholders, the environment, or community.
The EHS management system applies to all of C.S.S.F.E (SA)’s project sites and operations locally and internationally. The levels of complexity of each programme are determined by the operations undertaken by the individual Project Site
IMPLEMENTATION
To fulfil the objectives, of C.S.S.F.E (SA) the company is committed to actively participate and promote an effective programme to minimise risks to the health and safety of all employees and any negative impact on the natural environment by
Management systems are established to provide guidelines for Project Sites to use in establishing their internal EHS programmes and consist of the following
Identifying relevant legislation and working towards complying fully with the requirements regarding Environmental, Health and safety issues
Implementing systems to continuously identify and assess occupational and environmental hazards with the view of implementing measures to mitigate or control these elements
Encouraging employees to actively participate in achieving the safety, health and environmental control measures
Establishing ongoing communication and training programmes to increase individual awareness levels towards Environmental, Health and Safety issues, responsibilities and accountabilities
Promoting responsible actions to exercise care in conserving a sustainable environment. Where unavoidable disturbances are made rehabilitation programmes will be undertaken to ecological standards specified by landowners and legislation as a minimum.
All Business units will comply with the C.S.S.F.E (SA) EHS management system as a minimum. - A Bronze C.S.S.F.E (SA) EHS rating must be achieved
Achieving and maintaining a Disabling Injury Incidence Rate of below 2.
Health & Safety Plans will be developed for all construction sites and implemented from commencement date through to completion of project.
Hazard identification and risk assessments programmes must be established on all sites, factories and premises under the control of C.S.S.F.E (SA). All tasks must be considered and assessments completed within a set period of time, depending on the specific type of industry and relevant legislative requirements.
Training programmes to increase individual awareness levels of safety, health and environmental issues, responsibilities and accountabilities will be implemented. At least 25% of the workforce must receive some formal EHS training over any given period of 12 months.
Promoting responsible actions to exercise care in conserving the natural environment. Where unavoidable disturbances are made rehabilitation is undertaken to ecological standards specified by landowners and legislation as a minimum.
Performing six monthly internal and annual external audits on the Project Sites to ensure stated performance levels are achieved and maintained.
Ensuring that sub contractors and service providers to C.S.S.F.E (SA) conform with accepted EHS standards line with the principles of the EHS management system
Every Project Site shall obtain an OHSAS 18001 certification within 12 months of the initiation of the C.S.S.F.E (SA) EHS programme.
Identify and establish minimum performance standards
Co ordinate implementation of the EHS Management system
Conduct assessments and audits to ensure compliance with statutory and company requirements
Review and update the EHS Manual; ensuring circulation of any amendments and additions.
ENVIRONMENTAL, HEALTH AND SAFETY POLICY
C.S.S.F.E (SA) is committed to a policy of Quality Assurance complying with SABS ISO 9001, Occupational Health & Safety complying with OHSAS 18001 specifications and Environmental requirements particular to ISO14001.
Policy statements will reflect management’s commitment to controlling all activities of production for the benefit of their employees, clients and stakeholders who may be affected by their operations.
The group EHS policy will be applied as minimum, individual project sites may establish unique policies for specific situations
CORPORATE OBJECTIVES
The company is committed to following a process, which will endorse continued improvement of systems, processes and products. The management team will be committed to ensuring that systems processes and products are continually reviewed to ensure that risks are contained to below acceptable levels and our clients are supplied with products that are within health, safety and environmental requirements.
The Head Office shall establish minimum measurable objectives in line with corporate, national and internationally established performance criteria. These objectives will include
MANAGEMENT SYSTEMS
Identification of hazards consistent with OHSAS 18001, ISO14001 and relevant EHS regulations which will support the implementation of the Company EHS Policy
Classification of significant hazards and the physical and technological controls required to mitigate the affects of the risks prevalent to those hazards
Provision of suitable resources, people and financial, working towards implementation and continual improvement of EHS operating standards
Implementation of suitable programmes to ensure control systems are communicated to affected and interested parties
Provide performance criteria which can be audited and measured, to ensure a level of performance compatible with the best practise standards
Ensure that in the event of an unplanned event effective contingency plans are in place
EHS MANAGEMENT STRUCTURES
Each C.S.S.F.E (SA) project site is run and managed as individual businesses and run by a board of directors.
As required by the Occupational Health & Safety Act the appointed General Manager is the overall responsible person in regards to Safety and Health and is designated under Section 16(1) of the Occupational Health & Safety Act.
Thereafter areas of responsibility and accountability are identified and defined within the legal requirements and appointments are made as per the OHS Act or Minerals Act, which ever is applicable. Cross border projects adopt the OHS Act requirements as a minimum, where local legislation exceeds the OHS Act requirements then those requirements will be complied with
Management representative
The corporate office appoints a Designated Management representative to be responsible to ensure the implementation and management of the EHS management system throughout the C.S.S.F.E (SA) company structures
Specific duties will include
